BIM OCTUBRE-2009
En el BIM d'abril-08 en el full que ens toca, com en este, anunciàvem l'adhesió als plans provincials inclosos en el programa SONA LA DIPU. Exactament féiem referència com pla estrela a la gespa del camp de futbol. Ho portàvem en el nostre programa i a més era un compromís adquirit amb alguns pares de jugadors.
Ja en eixe mateix BIM en el full de l'alcalde ens contestava al nostre escrit, cosa que és prou habitual, insinuant que no tindríem els diners per a la gespa. Les paraules exactes deien la Generalitat Valenciana no tè diners per a la gespa. Almenys no per a Faura. Després hem tingut alguna referència més als diners que ens costaria, etc. Per la nostra part no sabem i per tant no podem dir quan ens tocarà per torn, ni tots els camps ni totes les obres es poden fer al mateix temps però si que pareix que quan la Diputació, igual que qualsevol organisme, proposa algun pla a què t'adherixes resulta que el pla acaba executant-se.
Doncs bé en este ple del 28 de setembre del 2009 aprovem per unanimitat l'atorgament per part de la Diputacio Provincial de València a l'Ajuntament de Faura d'un prestec de fins a dos-cents vint mil euros (220.000 &euro
per a la gespa artificial. Quantitat que es pagarà en cinc anualitats de 44.000 €, assumible pel nostre pressupost. Pel que pareix que si tindrem gespa artificial en el camp de futbol. Estarem atents a l'escrit de l'alcalde.
Com sempre fem menció de les proposicions. En el mes de Juliol no presentem cap. Agost és inhàbil. I al setembre presentem dos. Una sobre finançament local i una altra sobre finançament autonòmic. Les dos rebutjades amb els vots en contra del PSPV.
Donarem uns xicotets apunts sobre el finançament, sense anime que parega una classe ja que no som els que per a donar-la, encara que alguns puguen donar-la en dos vesprades. En finançament autonòmic la comunitat ha passat d'un dèficit en 2006 de 225€ per habitant a augmentar eixa diferència negativa a 240€ en 2007.
Resulta tan evident la situació de greuge respecte a les altres comunitats que inclús el PSOE ha hagut de reconéixer que el model actual, que ve de molts anys, és injust. De totes maneres amb reconeixement o sense estem situats en l'última posició en el finançament per capita.
Hui sabem que de les més de 100 reunions mantingudes per a negociar el nou model de finançament, a la Comunitat Valenciana només se l'ha cridat en 3 ocasions. Es pot suposar que s'ha actuat igual amb totes les altres comunitats, però clar tots hem estat pendent de què passava amb el vistiplau d'algun partit minoritari que s'ha jactat d'haver aconseguit un gran acord per a la seua comunitat, després de plantar cara al govern. Així, quan s'ha tancat la negociació, s'ha traslladat a la resta els acords perquè senzillament ho prenguen.
Per posar xifres, en principi la Comunitat Valenciana rebrà 1.300 milions de € del nou model de finançament. Mentres que la quantitat a rebre si es tingueren en compte supòsits semblants a què s'apliquen a Catalunya i Andalusia, serien 2.400 milions de €. Eixos supòsits són els nostres rius, metres, tramvies, carreteres, etc. Tampoc es contempla el sobregasto de 200 milions d'euros anuals dels desplaçats espanyols que utilitzen la sanitat valenciana i que el govern només compensa amb 4 milions de €. Resulta evident el malestar expressat pel govern valencià.
