REBAIXAR L'IMPOST SOBRE EL VALOR AFEGIT PER ALS AJUNTAMENTS
PLE DE OCTUBRE-09. PROPOSICIO CONJUNTA DELS DOS PARTITS.
La situació actual de crisi econòmica presenta un origen divers i complex que afecta tots els sectors econòmics i productius i per descomptat als nostres ajuntaments, per això, som conscients que és convenient que l’administració local aconseguisca un finançament rigorós que assegure una adequada prestació dels servicis públics.Els ajuntaments continuen tenint problemes de liquiditat i en estos moments la reforma del nou finançament local s’ha posposat, com prompte, per a l’any 2011, perquè esta data ha anat sent retardada des que es va acordar dur a terme un canvi en el finançament dels municipis.
Per tant, es proposa al PLE l’adopció dels següents:
ACORDS
PRIMER. Celebrar un Ple Extraordinari de la corporació municipal a fi de procedir a la lectura i aprovació de la moció sobre la rebaixa del tipus de l'IVA aplicable als ajuntaments.
SEGON. Que s’aprova pel Govern de la Nació una reforma de la Llei de l’Impost sobre el Valor Afegit, per la qual es modifique el tipus de gravamen aplicable a totes les operacions en què els ajuntaments siguen el consumidor final i no tinguen posibilitat de deducció de l'impost per a pasar-lo del general del 16% al reduït del 7% ja que ajuntaments són entitats sense ànim de lucre per als que sempre és superiorque l'import de l'IVA suportat sense dret a deducció que l’IVA deduïble.
TERCER. Que esta reforma siga aplicable a tots els ajuntaments a partir del pròxim Fons Estatal d’Inversió Local que està a punt d’aprovar el Govern de la Nació per a l’any 2010, de tal manera que els permeta recuperar part del saldo fiscal negatiu que han sofrit amb este impost, en benefici dels seus ciutadans i ciutadanes.
QUART. Donar trasllat de l’Acord en els termes exposats en esta Moció a la presidenta de la FVMP.
